It works by passing a current through a continuous electrolyte (water or soil) that surrounds the metal structure. Automobiles are surrounded by air, which does not conduct electricity. The circuit never completes. The module does nothing.

The Canadian Competition Bureau and multiple independent automotive journalists have investigated electronic rust modules. The consensus: they are technologically incapable of preventing rust on automobiles. If your dealer recommends one, that tells you something about their recommendation quality overall.
